What is this light effect?

Hi everyone, i'm sure you guys have seen this light effect that lights horizontal on alot of music video, does anyone know where this is from and what software does it

Those are the horizontal flares you get when using anamorphic lenses. There is a filter that will replicate it, Knoll light factory, but I have no experience with it. There might be an option in the fcp Lens Flare filter for anamorphic.
