What is this effect

can someone tell me what kind of effect is applied on this poster. it'S not a usual black and white.

thank you. i know the lips and eyes has been touched but i want the black and white effect.

Looks like the colors have been desaturated just to the point of still possessing a little bit of color for the skin tones. And a vignette has been added for the shading in the corners.

What are you specifically asking about?
The vignette?
The distressed edges?
The grain?

i wanna to put this effect on my video that's why

the grain i know how to make them , i want to know the kind of black and white. it got some color left in the white.

you can do the desaturation in your NLE -- what are you using?

Are you referring to the remaining hints of color in the eyes and lips, then?

For film/video, this would generaly be done with a rotoscope (drawn frame-by-frame) mask to isoloate the areas that keep color. Then the masked areas get a different color treatment than the overall frame.
