Toonboom for me as well..... but I never heard of Celtx
As far as I'm concerned, anything that helps you manage your story properly is worth a try...especially if it's free!

One thing nice about Toon Boom Storyboard is it can work in layers, like a drafting table, so that if you can get to locations and snap a bunch of digital photos, or snatch images off the web similar to what you might use in a film, you can bring them into a storyboard and then sketch over them with a digital pen/tablet to create more traditional storyboard sketches, even paint the gray or sepia wash on it, etc.

if you want to do it without being restricted to a computer the entire time there are a few options that way too - I use index cards with one lined and one blank side. notes on one side and actual drawings on the other. you can also download some great templates from printablepaper.net - here. I've used Celtx's storyboard diagram thingy a few times and it's not bad, I just prefer drawing things out freehand, too each their own though.
best of luck!

It's hard to go past Frame Forge for accuracy.

The learning curve is steep, and so is the price. However, it's very accurate and I consider it essential for any VFX heavy shoots. I'm easily able to work out the size required for green screens for example. I've also been able to import 3D sets from the production designer and use them fairly quickly. You can also take photogrpahs of locations and use them in the background.

For a 70's period film, the designer had a lot of custom wallpaper designs and I was able to map them into the walls of the sets very easily.

It also has a depth of field function which is reasonably accurate at displaying DOF at a given T stop.
