You could probably achieve similar with a DLSR if cost is an issue

Yeah, no problem. And, yes, and independent film can achieve SIMILAR results with a DSLR, for a very low budget film. However, once you pass a certain point in budget, which I think a mainstream BBC series would do, the cost savings of using HD, and especially HD DLSRs, would be such an insignificant PERCENTAGE of the total budget, that the advantages would not out weigh the disadvantages. This is especially true in regards to the known quality advantage, and established work flow that 35mm film offers a high budget production.
