What do you call this effect?

Has anyone seen the movie "The Other Guys" with Will Ferrell? There's this one scene where they get drunk at a bar but the scene is frozen, while the camera motion is moving along the picture(I'm horrible at explaining things I know) If anyone knows what I'm talking about... mind explaining to me how one would go about getting this effect?

In movies like The Matrix, it was done with a series of still cameras surrounding the subject where one moment in time was captured from many angles and all the still shots were put together to create a "moving" shot. Motion blur is tell-tale sign of this method.

However, the link above was probably done with actors staying still/suspended with wires while a camera moved through the shot and many of the other things you see "floating" is CGI. Notice no motion blur.

The Matrix was probably the original film this was used in. It's called Bullet Time. They put up a bunch of still cameras (one per frame) and fire them all off in sequence, to simulate a rapid camera move.

Keep in mind that this move evokes The Matrix in the minds of a lot of people. I think either a Shrek movie or Kung Fu Panda used it years later in one of their fight scenes as well, to comic effect.

For both Carousel and The Other Guys, motion controlled camera rigs and actors standing still were blended together with CG elements in 3D space based on the motion controlled camera data.

The director of The Other Guys said they were going to originally just show a montage of stills, but it had been done already i.e. the Hangover, so they decided to try a rough version of the carousel commercial...success.
