What do you call this effect?

...and how do you learn it? I'm pretty sure it can be done in After Effects.

Backwoods Barbie by Dolly Parton

what I also want to know is whether this is done frame-by-frame, or can you simply mask out the object with some plug-in like Colorista?

Wow, she's kind of freaky looking normally, but that... good timing for October, I guess.

Anyway, I agree that if this exact concept is what you want, where an object is in color in its entirety, it would be best to greenscreen as many of the shots as it can be done for. That makes it basically a two step process, chroma key and saturation. This is different than selective coloring, or 'leave color' as it's apparently being called, which the links cover. Keep in mind if you do that you might have to mask off portions of the scene that don't look like you want. So, in real practice, it's not done frame by frame, but you'll probably have to clean it up after the automatic part.

Thanks guys, I knew this was After Effects at work.
Greenscreen may be the way to go for "studio" type of situations, but I'm seeing more and more this effect appear in scenes that couldn't have been greenscreened.
Take a look at this guy's showreel:

the clip at 2:35 , where everything but the rose petals is in black and white is particularly impressive.... I've never seen that done in a wedding video before

I was going to post something cheeky vis-a-vis 'big bird' effect. However that creative cow sin city tutorial will get you on the road.
