What camcorder would you purchase with a 20-25k limit? And why?

I'm not shooting anything. The person that I'm getting it for is planning to shoot a couple of features. So the 20-25k is the limit for the entire equipment set up, minus the lighting because he already has sufficient lighting kits.
 
I'm not sure I understand the point of this thread...if he has sufficient lighting, then he must know what kind of camera he wants.

You should just ask.

EDIT: Equipment setup? Does this include dolly, track, tripod, follow focus, matte box, etc? Pretty important part of your question...
