I am encoding a 95 minutes project, VBR takes forever, so I would like to encode a CBR file HD 1080p. My question can I encode an 11 MBit rate to take to encore and burn on a Dual Layer DVD. (11 MBits will be the max I can use to fit the project). Also Will DVD players play this rate?

Normal DVD players are SD only

You author an AVCHD disc on DVD9 media with HD content , but only AVCHD compatible blu-ray players, PS3 can play it. 11Mb/s falls within the limit

You need to make a BluRay image (iso) with Encore and burn that with e.g. Nero to DVD. It will not play in regular dvd player, you need a BD player.
There will fit about 20 minutes of timeline on a single layer DVD.
