What are these reflections of?

I'm not sure they're reflections. I'm not even sure they're real. But I was watching BSG and there's a scene shot in the rain where there seems to be some sort of enlarged reflection of sensor pixels from drops of water on the camera lens. Could be real, could be fake and done in post for some reason. Anyone have any idea or more information on exactly what they could be? Here's a screenshot:

I've seen sensor reflections before and this isn't the case here- when Bokeh has patterns in it like this its either from hair or dirt inside the lens or from a filter. Since this is a uniform pattern, My guess its its some sort of softening FX filter in front of the lens- those shapes you see actually retard the light passing through and slightly soften the image/contrast- not intended to give this effect but it happens with a longer lens. You get a similar effect when putting a Black pro mist and using a longer lens (tiny black "polka dots"). Im guessing its a Tiffen Soft FX- You can see some tests here: http://www.hurlbutvisuals.com/blog/...-the-digital-age-the-use-of-glass-filtration/
