I'm pretty young, looking to make a living doing local commercials/promo spots. Not really sure how to get the ball rolling, I want to go up to local businesses and offer my services but aren't companies usually against soliciting?

Instead of cold calling them, even as Max suggests, I would find a a small time retailer that you have a past with. I'm sure you spend money on stuff, right? Go to the people you know, and suggest doing some demo commercials for them, either free or at cost. This will give you experience, and something to put in your portfolio. Most folks won't hire you just because you say you can do it. They want to see proof, and that is your portfolio/demo reel.
