vimeo compression settings

Hi have trouble with Vimeo settings

This video was exported from a 720/50p timeline, to a MainConcept H.264
file, it had a file extention of .mp4 i set the target bitrate to 4 and the max to 5

It looks awful, do i just need more bitrate ?
