Video Resolution Converter?

[aifilmmaker]

Is there such thing as a video resolution converter? I'd like to be able to downgrade my footage if I need to.

If so, what is the best program to do so?

Is there such thing as a video converter that can convert footage to HD?

Some of my questions tend to be a bit noob-ish sometimes, but what the hell. If I'm wondering, I ask.

P.S. If I can do this in Vegas Pro, I wouldn't know. I just got it, and Im just starting to get the hang of it.

You should be able to scale the footage in Sony Vegas. Create a new timeline with the video settings you want your final export to be, and then place your desired clip into the timeline. Re-scale it to fit your image and then export.

If you're not happy with the result, you'll need to buckle down and learn how to script in AviSynth or find a pro do to the job for you.

Vegas has a lousy rescaler. but there are good ones out there. AviSynth is one route... I've been quite happy with Sorensen Squeeze.
