You mean you just want to put a border on the frame?
Drop the border filter on the event you want to border, and modify the color and type of border to suit.
If you aren't seeing the border the way you want, drop it on the track, and in the border dialog, reverse the small triangle you see in the keyframe dialog by clicking it, causing it to shift the point at which the border is inserted.
