vegas can be such a pain in the butt when it comes to resizing a PSD and moving it.

Try this:

Open Pan/Crop. Right-click the image and choose "Match Output Aspect". Now crop as needed using Pan/Crop.

Now open Track Motion and resize and position using Track Motion.

NOTE: If you're zooming in - use Pan/Crop!
