Variable speed: erratic-how to?

I can't seem to get a handle on variable speed editing. What is the trick?

One time only did I get the clip to do what I wanted. I want that fast speed then dramatic slow motion. I have played with all the settings and tools but just move stuff alittle and it brings in a whole lot of footage from before and after the cut.

Ok, tried making the clip and independent but it still grabs footage from before or after. Also the variable maping tool is never consistant per click and drag in percent readings. How do you click and drag consistantly and get the same fast to slow motions dramatic efect?
