Using scenes from films in a Promo Video

I have a client that wants to use a scene from The Godfather for a promotional DVD to promote a service he is offering. Some people have told me that that's fine since the promo DVD is not something he is selling for profit. However, I'm having a hard time believing this. I am making money off this job and he will be if people sign up for the service (it's a credit repair service), so I'm assuming that we cannot use the footage. Am I correct?

yup. you are correct. Does not matter if anyone is making money off of it our not, its copyrighted and to be legal you would need some type of clip license to use the footage (which since its from such a famous film, i would assume it would cost a ton!). Also, i doubt it would fall under fair use, since its for a commercial manner.
 
Yep, completely illegal. Fair use, well for starters it's a defense so you wouldn't know till the jury came in, but it also is quite clear that this wouldn't come close to any of the Fair Use criteria.
