using PS filters in Premiere?

hi

i have some 3rd party photoshop filters i would like to use on a video project. can this be done in any programs somehow without having to apply the effect in a frame by frame way (also, i have no experience or knowledge in rotoscoping.)
I tried putting the effects in my Premiere effects folder - the effects showed up in the program, were applied to a clip, and I could even see it in a preview window like where you set the levels for that effect -- however, after ok'ing the effect, all i got was black on the canvas, before and after rendering.

So are there any other options? or is rotoscoping or something the only way? i don't know anything about rotoscoping.

I'm no expert on this, but I'm guessing the easiest way would be to export your clip from Premiere as a filmstrip file. Open this in Photoshop, apply your effect, save, and haul it back into Premiere.
