I would like to know whether one can use FCP HD and an HD Cinema display as a production monitor? I mean this in the sense of not having to buy a second NTSC production monitor.

Depends on what your audience is using. If most of them are still using 4x3 NTSC TVs (assuming you are in USA), then an HD monitor is not going to give you an accurate reading of what will appear on those other TVs.
I use a studio NTSC monitor and an HDTV for my editing but for critical color correction I always defer to the NTSC.
Until HDTV or equivalent is the standard (which it's not right now and won't be for some time), use the lowest common denominator to check your work.

These monitors are the top computer monitors made, almost bar none. It is important to have that sort of quality for your editing, but in the long run, it is important to see the video on a television that the other half has. Even if you use a better than average broadcast LCD, it still gives you the gut check that a top of the line computer LCD like the cinema display never does.
