Using 1920 FullHD but going to web, how do I get best quality?

Hi,

I've got a Panasonic SD100 handy cam which is 1920 FullHD, I have transferred my footage to FCP which converted it to ProRes422, but I want this footage to go to my website with a size of 640x360 eventually... Should I be setting up a sequence with a size of 640x360 and the use scale in the motion tab to get the FullHD footage to be the correct size in my canvas?

or edit in a sequence that is 1920x1080 and then export this full quality and use compressor to resize it to 640x360?
