Here is what I got out of it:
I should turn it off for it's already ON (when CUDA MPE is used) regardless I check or uncheck it. Turning it ON only offloads the calculation to CPU (instead of GPU) hence slowing down the previewing and encoding performance.
So I guess I should have Maximum Render Quality setting turned OFF in both of squence settings and export settings.

Am I right on this one?

ive found that turning maximum render quality on when encoding with cuda produces massive scaling issues and the final render has so much aliasing its not even funny. turning it off speeds up the render hugely along with getting rid of the scaling issues. so i just leave it off.

Take a look at this picture on Wikipedia:

http://en.wikipedia.org/wiki/File:Image-resample-sample.png

It explains Point sampling, vs Bilnear, vs Bicubic sampling

MAXIMUM RENDER QUALITY OFF would be Point sampling (picture on the left)

MAXIMUM RENDER QUALITY ON would be Bilinear, the picture in the middle

Bicubic sampling is what a professional compressionist can offer you with third party tools. I was also told by sales person at Telestream that the newest version of Episode Pro supports Bicubic, but I have yet to see it in person, so I would still be hesitant because bicubic and Bilnear seems like an easy term for a sales rep to get mixed up.
