Create a HD sequnce and then set the scale on the clips (under motion tab) to fill the frame.

so when i put footage in an HD sequence will that up the color to 4:2:2, or how do i do that, i'm also unclear about editing offline and then online in SDI ingestion, can anyone explain going about that? thanks so much.

Since this covers a lot of ground your best bet is to go to the help menu and do a search for 4:2:2 and offline. (or check out the printed manual)
There are choices for using YUV and 10 bit in the Sequence -> Video settings. The help function steps through these options.
