I just filmed a short for a company here and on a few scenes, I need to give the "fast forward" look. I need to speed up the video. How do I do this?

Also, how do I do split screen? I need to have 4 windows at once with each window doing something differently.

You CNTRL+MOUSE DRAG the right edge of the video towards the left.

You setup 4 different video timelines, you use "Track motion" or "Pan/Crop" to make the videos smaller and then arrange them into its own position to the overall screen.

You can control the speed more precisely either by using a velocity envelope, or by going into the clip "Properties" and adjusting the playback rate. So, if you want to speed it up by exactly 3x, you can key that in.
