Does anybody know if there is a way to make titles TV-safe in Premiere? Or if there is a setting that shows the TV-safe border in the Premiere monitor?

What version of Premiere? In 2.0 there is a button under the monitor that toggles the safe areas on and off. Or you can right click in the monitor windows and select from there.
