Turning live action into Animation?

Does anyone know where I can get a 15 second scene (live action) turn into animation like they did on Scanner Darkly with Keanu Reeves? thanks

Several video effects packages (e.g. After Effects) and editors (e.g. Vegas) have various 'paint' effects which can be simply dropped onto any video track. The results can sometimes be a bit mechanical/artificial looking, so are often best applied on top of other effects. But for just a 15 second scene, this is well worth investigating before paying someone else to do it (especially as they'd probably use similar tools).

Never seen Scanner Darkly so don’t exactly know what you’re after.
FXPX has a comic book effect that can be customised quite a bit.
