Trying to get a 503 setup around $500

Any recommendations on sticks?

Is there a big difference between the 503 and the 503HDV?

Do the wingnut leg locks really make a pair of sticks unbearable?
 
Stay away from both. Cheap Manfrotto sticks are just that but overpriced for their performance. Look into Libec. I've used mine for a wide variety of situations and they've held up wonderfully. For your price range scrounge up another $100 and go with Libec's LS38. Go with mid level spreaders.
