trying to export 5 minute video to 30mb size

No different than the idea of cheap, fast or good, pick any two. With a 5 minute video if, you want quality, 30MB is very unrealistic unless very small size 240x360 or the like. So quality and larger file or small file and low quality.

Is there any hard reason you need 30MB?

I sent a client a rough cut last week on a project, 360x640 size, 3 minutes, 35MB. Not great quality. But the fastest workflow to get a rough delivered for review.
 
30mb? I'm still trying to get my projects under 1gb....

30mb = Simply unrealistic and would look horrible
 
i would tell the web guy to compress it and pass the buck so when it looks all crappy on the web you can say i told you so. Or...... tell him to embed a Vimeo link on the page to hold the video.
