trying to author a 16:9 NTSC but borders are present on the left and right???

I have 720p footage that I want to turn into widescreen NTSC.

This is what happens:

Those won't show on any TV. They'll show on computer playback, but no one will notice them because most players have black surrounding the image anyway.

If you really want to get rid of them, which you probably don't need to worry about, then you can go into pan/crop and choose "Match output aspect." You'll have to do it for each clip, though.

Why does it happen though? Isn't 16:9 16:9?

You'd think, but not quite. With all the square pixels and non-square pixels, it doesn't come out to exactly the same.
