Trouble importing from VTR deck

I'am having trouble with Premier elements V2 recognising my JVC BR-DV3000 vtr.
It does not list it when I browse my computer yet windows movie maker has no trouble using it. The VTR deck appears under camera scanners in my computer but when browsing with Premier it does not appear at all.
Any suggestions would be much appreciated.

ozfish, I had the same problem with my Sony DSR30. Logged in as administrator, opened premier 1.5 hit f5 and voila... now when any user opens premier it recognizes the deck.

Tried your suggestion but the best I get sometimes not every time is the ability to play or rewind etc but no preview yet it is showing on my external monitor.
