I just got my mate to purchase a Matthews 25 from B&H photo for $170 for his HV30 (comes with a bag too). The load capacity is supposedly 7kg which should be heaps. Flip locks legs, only weight about 3kg. I've seen the tripod and only had a real quick play with it but for the money it looks pretty damn good. Build quality is really great for the price.
You can find out some other peoples thoughts on it at the HV20.com forum. I'd be as bold to say it might be THE cheap tripod to get.
There is no fluid head tripod for under $200, and nothing that can be considered "good quality." $500 is the minimum for a semi-decent tripod head and stick; look at Bogens.
As mentioned, 500 bucks is as low as you should go for a really good quality tripod, but if you absolutely cannot spend that much, I've heard good things about this one--
