Trails on moving light sources

The cartoon Akira had an effect where the motorcycle's backlights left red trails behind them. I know this was a cartoon but is there any way of reproducing this with fcp or is this an in camera effect?
I've seen images of moving car lights at night with the same effect. It may have been what i guess in photography is done with long shutter opening but how can this be done with video...?
Links or any relevant reading welcome
Thanks in advance.

same way as you would with a regular camera, enable slowshut if you have the A model for some really drastic effects or just play w/ shutter speed till you get the desired effect, a lot can be done in camera ;)

There are plugins that do this. I can't remember of the one I used for this effect, but it was free (called "echo" or "delay" or something.)

In Vegas you'd dup the track, use the secondary CC to pick the colour you want to trail (everything else should be replaced with an alpha-channel), then use the plugin to create the trail, and the compose one track over the other.

REALLLLLLLY old Video cameras do that.... like im talking Video fro mthe 1970's and 80's.... back in the day when they used actual tubes to capture the image. tehy used to ghost.... God i love the look of old tv news footage....

Doesn't After Effects support this delay thing?
