I need two audio tracks, one for the music and the other for voice over. I'm clicking the plus sign that gives me a dropdown box to add tracks, but adding an audio track is blocked...it won't let me do it. Does anyone know why?

This is in the main menu page.

I don't believe you are able to have more then one menu audio track. You can simply combine the two tracks in Vegas and render them as one audio track.

If you want two tracks for a media item, double click on the item and then you can add the tracks.

At least this is how I remember it, I have not done any sort of large projects in DVD-A for some time now.
