Track level effects

I'm a recent CS5 adopter, moved over from Vegas 9. I can't say I'm a "convert" because I think Vegas is actually a better NLE from a functionality perspective... but it crashes all the time.

Anyway in Vegas I can set Clip level effects as well as at a Track level & a Global (Master output) level. I believe I have read that CS5 only has Clip level effects... am I correct (I hope not)?
I would really like to apply fx at a track level, is there any way to do this?

No, there is no way to apply effects to a single track. The way you do it in Premiere is to set up a new sequence, drop the first sequence into your new sequence and apply the effect to the 'clip' of the first sequence in your new timeline.

If you really want effects on just a single track, you could put the source files in their own sequences and then use that new sequence to form your clips instead of your original source footage. If you've already started your edit, I think you can swap clips for other clips somehow, although maybe that's only for proxies.
