I open the titler but how can I apply it to the video on the timeline.

Open titler, make your title, press CTRL+S to save title which now is saved as title file to disk while at same time appears as resource in project, drag to video channel above your footage in timeline and then drag out length to appear or apply fade in and out handles etc.

Is It One Title Editor Per Individual Title

Not sure of your question but if you're asking if you create each title individually in the title editor, the answer is yes. You have to start up the title editor each time you want to create or modify a title. A title is then just another project resource that you place on the timeline, modify the length, and apply effects. If you double-click it on the timeline, it will bring the title up up in the editor.
