titles and credits included in length time?

I'm invited to judge a student film fest involving several schools and universities. Ive been given the guidelines but I felt i need to clarify to the organizers on the time length.

It said a minimum of 5 minutes and max of 15.

What are your "best practices" for those with experience in film fest organizing, should it be clarified if the titles and credits are included in time or not?

I felt it wouldnt be fair if, say for the sake of argument one would make just 1 min worth of footage with 4 min worth of titles and credits just to qualify.

Please give suggestions before I communicate with organizers.

Thanks

Runtime is calculated from the time the playback starts, until playback ends. So that includes titles and credits, always.

As for someone trying to "game" the rules, invariably such a product would suck, and even if they tried to do something like that it won't win anyway. We once had a DVXFest film that fit that exact scenario, they had something on the order of two minutes of content, and four minutes of titles and credits, because they thought they "had" to have six minutes. Needless to say, it didn't win.
