Tiffen Filter dirty or coated???

I have a Tiffen UV 4X4 Filter for my matte box and I was looking at in the light and I can't tell if the thing is dirty and needs to be cleaned with lens cleaner or if it came coated. Anyone have or used Tiffen filters that can shed some light on this?

Yeah, new filters usually have a "fogging" on them. best seen at an angle in sunlight. It's normal, just clean it off real well. Rentals often come that way too...
