I can't tell what scene that grab is from, but they shot Ektachrome reversal film for the scene when they first enter the Iraqi village. You can see the change in contrast and saturation quite clearly when they switch from negative stock to the reversal stock. The rest of the film used various bleach bypass processes to increase the contrast and alter the color saturation.
So as Kai mentions you can increase the contrast and saturation to mimic the effect above.
And there are some free plugins out there (as well as some very expensive ones) that will mimic a bleach-bypass look. Poke around and look for one-- you may be quite happy with that. I don't remember the name off the top of my head, but I do know that I once used a free AE plugin for a bleach-bypass look.
Duplicate the footage on your timeline. Then bump up the saturation and contrast on the top layer, then set the bleding mode to something nice, like overlay.

Film Effects - lots cheaper than Magic Bullet, but it has a lot of presets, Bleachpass among them.
Graham Nattress definitely owes me one ;-)
