Apparently it was written by an Italian composer for a short segment show on sexuality in Sweden in 1968 before it was ever used on Sesame Street or the Muppet show.

(the blog article says the Swedish clips are PG 13, only perhaps in the blog posters imagination, or in some cultures where a woman's shoulders and knees are offensive :)
 
Funny you should mention this song. It was being discussed in a 70's board I frequent, and it turns out the Italian Guy in question was quite a popular Film Composer. And thanks, now I have that damn song stuck in my head again.

I was making a demo for a place I was trying to get fired from once. Each person who worked there had a photo with their own theme music. There were 3 owners there who were always battling over ownership (hence my needing to get out of a non compete) so each time one of their pictures popped up in the demo, yep, this was their theme song.

I thought it was Men-o-mena? hehe I dunno. Either way I hope that docu was going some where because it was kinda creepy the way he was just filming the women and nothing was really happening. Kinda voyeristic and obsessive in nature.
