Alright so I read an article from the Creative COW magazine in the March/April issue called "How to Preserve Detail in Mini-Media Movies". Aharon Rabinowitz said that "if you upload FLV files under 100MB as well, they don't recompress them when uploaded to their server!" but it only works with Flash 7's Sorenson Spark Codec. This way, you can control and know exactly how it will look before you upload it. So there is your answer to the whole youtube quality problem.
