Well I'm pretty sure this is the right place to post this.....Well I'm trying to get this cartoonish scanner darkly look to go with my film. So if anyone has any idea how to do this that would be great, I remember some one on dvxuser posted a short film that looked vary similar to scanner darkly, so I at least know it can be done.

Thanks all.

You might want to do a search for 'Scanner Darkly' on here.
There was a great thread going on just a week or two ago about how to do this with AE and Photoshop.

If you really want to get the Scanner Darkly look here's how...buy a graphics tablet, export an image sequence of your video or if you have CS3 export a Quicktime, open that in Photoshop, trace and color each frame while following a style guide of some sorts.

Bam!

Scanner darkly was shot on dvx100, then the frames were traced by artists, then they used frame interpolation to create the intermidiate frames and then layered the shots. Yes it can be done but as loop stated it's a lot of manual work. You can use live trace from illustrator but you will have to deal with a lot of noise resulting from color shifting.
