Makes me wonder if this needs to be done in camera or if raw footage (actual raw data off the sensor) from other cameras could achieve this in post using special software.

De-satting highlights is the elementary first step in colour grading. Resolve does it simply.. to any camera.

This artical goes into much more than simply just de saturating highlights. It's a very good read and solid interpretation of additive color rendition of modern video and the subtractive decoupling of the luma values film has above 40%.
