From reading the story, it doesn't seem like the operators were flying dangerously, and "over our heads" probably means in the general overhead airspace. The Stranger isn't known for their rigid journalism on these kinds of things.
Regular people who aren't multi rotor enthusiasts really don't like "drones". Hell, I don't even like them flying over me in the park though I know enough about them that I shouldn't feel threatened. I like them when we're the ones using them to get a shot, but yeah...they're inherently annoying to everyone else. Expect more backlash against them, and then even more if the average user keeps up with unsafe or unfriendly flying practices.
