That 16mm 'Skip' effect with Digital Footage?

I have been noticing an effect that is common with lots of 16mm extreme sport films. As the film is rolling, it almost seems to skip with a yellowish flash across the screen - kind of making it look like the film skips or that there is something on the tape - or maybe even over exposure for a brief second.

Does anyone know if this is an intended effect of just part of the 16mm look? If it is just an effect, then i think i have seen it with regular High Def footage and wonder how its done? Does this effect have a name?

Sorry to be a bit simple with the description, but im not too sure on the terminology for it.

Thanks

You're probably seeing the "flash frames" from the end of a roll of film (where they pull the film out, and the last few feet of film get exposed to light and it creates this weird yellowish overexposed flash thing). It's become rather "in vogue" to include some flash frames as part of a transition or, when you're doing a shot and the film runs out, sometimes editors will leave a few flash frames in because it looks cool.

I believe there are filters or effects you can get that simulate the 16mm "flash frame" look on video.

yea i skate and i see that effect ALL the time. skaters always refer to it as film burn. an they usually dont use film either, thers a film clutter packagge from artbeats that has a bunch of these effects ant thats what i use.
