Pretty much could be done directly in FCPX. Just lay in a standard title over a clip and then experiment with the Compositing modes- Inspector>Video. Stencil Alpha and Stencil Luma would do the trick, for example.
The other trick is finding the right clip- something with a lot of movement and different shades. Try Retiming it up to 2x or more to get a lot of variation. Then nest both the underlying clip and the Title into a Compound Clip once you have it the way you want it.
