Which is more efficient, and best practice, when trying to achieve the increased velocity like in the following movie?

Use interval setting in HPX 170 or do it in post with Vegasaur "Rocket Speed"?

That looks like a time lapse, likely achieved with a series of still frames.
The lack of motion blur implies that this was probably taken with a still camera + intervolameter, and was not simply accelerated footage. Although I suppose something similar could be done by undercranking a video camera with a high shutter speed.
