They're probably your best bet if you only want specific sound effects, rather than an entire general-purpose library.

Of course, you really need to be more specific: what model/year of car, what kind of wind, what kind of gun, what type of beach (sandy, rocky, pebbley, etc.), and which shoes/surfaces.

Regarding footsteps: cutting feet is a painful process, and the relults are rarely natural-sounding. Foley is really the way to go for those.

I second the FS recommendation. You can do them wild and cut them in and it's still better than "canned" ones. part of the reason is that the commercially available ones are too clean and the other is they just don't follow your action. I have a quick cheat FS bank in my E4 where I can ply the FS and that gets close to usable but it still only really works if the FS are back ground FS.

Also second Sound Dogs. The best is to go record your own, but that is not always possible. I would post around locally, there are a lot of folks near you with very big personal libraries. In the sound community it's not uncommon to give other editors sounds for a project, but that's hard to do if there isn't a Quid pro Quo in the future.
And to clarify the last statement I'm talking personal libraries not commercial. Sounds are copyrighted just like music and it is illegal to "loan out" or give commercial sounds to someone who doesn't own a license to use them. Sound Dogs is selling mostly commercial FX, but they have an agreement with the rights holders and you are buying a license to use the sound.

Actually for a mixed bag at a great price go look at Digital Juice. They have three big collections that are affordable and go on sale periodically at very cheap prices. They're usefulness is all over the map from very good useful sounds to silly consumer "Halloween CD" kinds of things but 55,000 or so sounds for sometimes close to $100 is hard to beat even if you toss some.
