Ok so I have imported a jpeg photo that is larger than my comp and I am using the position key frames to pan around in the image. When I preview and when I render, I get a stuttering effect in the image (render no fields). It looks like the horizontal lines in the photo blur and then un blur every other frame. I tried messing with the shutter settings, but it does not effect the image. What do you think?

If you do not have motion blur enabled on the layer and enabled for preview, changing the shutter settings wont matter. I take it you did not turn that on, since you didn't mention it. Motion blur will help.
It also depends on the speed of the movement. If it is not very fast, you may well see stuttering.
Also, sometimes you get strange artifacts during preview (especially when using a firewire device to a monitor/TV) that look like blocks or lines. It may have something to do with the video card/Open GL settings. But it rarely happens at exactly the same point over and over, and always renders fine.
