Strobing on the black bars after compression

Hey guys,

After shooting 720 HD and editing in FCP 6, the footage was fine. BUT, using compressor I burned it onto a DVD, choosing 16:9, Best 2 pass and played it on a regular SD TV, the edges of the video that hit the black bars are strobing and flickering slightly, anyway to get rid of this?
