Strobe Flash light gag help needed

A week from now we will be doing a shoot that will be very similar to this: http://youtube.com/watch?v=MH2GWd0vH-0

There will be lots of reporters at the faux press conference and we want the look of flashes going off everywhere. In camera tests, I've never been happy using a real flash as it lasts for less than a frame and gets banding. I've flicked lights on and off before but I was wondering if anyone had a different method.
 
See if your flashes have hi-speed sync. This function forces the flash to stay on longer and might reduce the problem. Other than that... regular lights, blue gels on them and maybe some sort of relay to make them turn on and off real fast.
