Trails or strobe effect? To me, those are two completely different things. For trails, play with motion blur & supersampling via your video bus. (make sure you can view your video bus, then right click & insert a motion blur envelope and super sampling envelop - adjust to taste). Be forewarned ... your system will CHOKE when trying to preview these, if you crank them up med-high, and will take much longer to render.
Strobing, I'd play with either cutting the footage up, or adding a black layer above, again cut up into SHORT segments (few frames each), then put a fade in/out transition at the beginning & end ... if that's making sense, you should see the picture comein & out quickly ... like a strobe, or what I'd imagine it to look like with missed frames, etc.
