strange dissolves...please help..dealine looms

I'm trying to compress a DVD and some of the dissolves pop or pixelate as they go in our out. It doesn't do that in FCP, just after I have compressed it with Compressor 2. Some of the dissolves are fine, but a good half dozen or so are not. I've tried putting compression markers on them but still nothing.

Why does this happen. Is there a fix? Does it have anything to do with corrupted files? (I have no other symptoms). Is this a flaw with Compressor 2.? Is there a better compressor out there? If I redo the dissolves will that help?

When I have taken my drive and had a D-Beta made and DVDS from there the dissolves all looked great. Why?

i have seen this a few times myself and have not figured it out either. I always wondered if it had something to do with in and out points not set properly on the clip. i know that sounds silly but hey its a thought. probably not the reason but i have thought about it.
